The "Start-Up Plus in the North West" project was implemented by the North-West Regional Pact for Employment and Social Inclusion (Project Leader), in partnership with the Bihor Chamber of Commerce and Industry, the Bistriţa-Năsăud Chamber of Commerce and Industry, the Satu-Mare Chamber of Commerce, Industry and Agriculture, the University of Agricultural Sciences and Veterinary Medicine Cluj-Napoca and the Open Fields Foundation, with financial support from the European Social Fund, the Human Capital Operational Programme 2014-2020, specific objective 3.7: "Increasing employment by supporting non-agricultural enterprises in urban areas - Romania Start Up Plus", SMIS code POCU/82/3/7/103946.

The general objective of the project is to increase employment in the North West region by supporting the establishment and development of non-agricultural enterprises in urban areas.

63 enterprises were established, at least 2 enterprises in each of the 6 counties of the North West development region. These enterprises were financed through a de minimis aid scheme, each worth a maximum of 178,000 lei, being chosen following a business idea competition held at the regional level, based on a transparent and non-discriminatory competition methodology. Each enterprise created at least 2 jobs, thus, following the implementation of this project, at least 126 jobs were created at the regional level, in the urban environment.

The specific objectives of this project are as follows:

Specific objective 1: Improving the entrepreneurial skills of individuals who intend to set up a non-agricultural business in the urban area of ​​the North West region through vocational training activities and internships.

Specific objective 2: Completing the knowledge and skills acquired during training and internships by the selected individuals in order to implement business plans through personalized counseling-consulting-entrepreneurship activities.

Specific objective 3: Ensuring the establishment and operation of selected enterprises that will implement business plans with de minimis aid within the project.

Specific objective 4: Monitoring the operation and development of financed businesses.
